This is caused by the 3rd party component 'Task Scheduler Managed Wrapper', which is used in RMAD console.

Resolution
Recovery Manager for AD team will upgrade the 3rd party component 'Task Scheduler Managed Wrapper' to the latest version and fix the time format issue. This fix should be included in next RMAD release (no ETA ).
Please note that, after the fix, the start date time format will be the same as in the region setting of Control Panel.
