Verify this is the issue by going to the properties of any file on the drive where the backup is being extracted. On the General tab, going to Advanced. If the option to compress is unavailable then this is the root cause of the issue.
WORKAROUND #1:
Try extracting the backup to another drive, which the option to compress is enabled. If this works then change the default location for unpacked backups to this drive.
WORKAROUND #2:
The only way to change the cluster size of the NTFS partition is to reformat and change the allocation size upon formatting. This is entirely up to the discretion of the customer and obviously all data from the drive will be lost. Set the size to 4096 or less.
