TOAD 9.0. crashes when trying to connect to one of the instances of a database (same instance can be connected using all other possible ways including TOAD 7.6).The first error is ORA-12705: invalid or unknown NLS parameter value specified, then get followed by other TOAD error messages "Access violation at address 00F22437 in module 'TOAD.exe'. Read of address 00000310".
Perform the following to resolve this issue
Go to View >> Toad Options >> General (right under files)>> Numeric Characters change it to '.' or ','
