ST_ are shadow table that stored PeopleSoft objects information. For example, when an archive set is created, it gets stored in the ST_ tables. These tables should not be shrunk because it will end up with a losing of all the archive set information that stored in this table.
The best thing to do is purge old CSRs that are no longer needed. Please see the KB 124060 for more info how to do it.
