The Watcher service monitors the configuration store for any changes.
This is done by implementing a directory synchronization where a single enumeration is performed when the service is started resulting in a cookie being generated. Then on the scheduled polling interval, the watcher service requires the configuration store to pass in the previously generated cookie which results in only the changes since the cookie was generated to be returned. The cookie from this enumeration is saved and passed into the next query. This process continues until the service is stopped.
The watcher service also monitors active directory using the same process. When a change to a registered object is detected, a backup is then generated and stored in the associated metadata is written to the configuration store.
