For P365 to support Mulit-Geo, the service account (PowerShell User) must reside in the same geo location as the target mailboxes, otherwise it will not be able to access the mailbox via EWS.
The actual geo-location setting of the mailbox will need to be handled by the tenant administrator. Once the PowerShell user is in the same geo-location as the target mailbox, migration should work. The mail data will first traverse from the source mailbox to P365 mail cluster which is located in P365 EMEA instance, and then onto the target mailbox located in Germany via the PowerShell account that is also in Germany.
