Cause
The installing user is not part of dba group.

Resolution
The Oracle Collector component is lacks one or more operating system privs to monitor the Oracle Instance. We need to use a valid user member in the <dba> group or the Oracle owner. Attached PAO601_Agent_Installation.pdf has detailed information on required privileges. -
