When provisioning Teams to a multi-geo target tenant, Teams are created in the default target region defined in the SharePoint Configure Project settings, rather than the intended geo location. This behaviour persists even when alternative regional SharePoint admin URLs are configured.
In a Multi‑Geo Microsoft 365 tenant, you can control where Teams are provisioned by using the Preferred location in target multi‑geo tenant setting.

How to Use "Preferred Location in Target Multi-Geo Tenant":
1. Confirm the Multi‑Geo target tenant was added to ODM after Multi‑Geo was enabled. If Multi‑Geo was enabled later, remove the target tenant and add it again.
2. Configure the ODM project via SharePoint module → Dashboard → Configure Project, and ensure the Source and Target SharePoint Admin Centre URLs are set to the default/global URL format. Do not change URLs per region.
3. Run Refresh Project from the SharePoint dashboard to reflect the current configuration.
4. When you select your Teams and click Provision, you’ll be prompted under Provision Options to choose the preferred geographic location for the target Multi‑Geo tenant.
5. When provisioning Teams or Microsoft 365 Groups, explicitly set the Preferred Target Location in each provisioning task to the desired region.
6. To provision Teams into multiple regions, run separate provisioning tasks, each configured with the appropriate Preferred Target Location.
