Administrators may face a scenario where:
Users currently in scope for migration are assigned licenses that are scheduled to expire before the project cutover date.
The organization has purchased a valid renewal or a different pool of licenses (a new subscription) that covers the project timeline.
There is a concern that when the specific user-assigned license expires, migration tasks (such as Accounts, OneDrive, or Email migration) will fail or stop.
Administrators inquire if they need to manually swap the expiring license for the new valid license on every user object to prevent service outage.
There is often confusion regarding the granularity of license validation in On Demand Migration.
ODM validates licensing availability at the Organization level, not by checking the specific license attached to an individual user for every operation. It does not enforce a strict dependency on the specific subscription ID assigned to a user account, provided the tenant has valid entitlement.
Migration tasks will continue without interruption.
When a specific user license expires, there is no impact on the migration workflow, provided that at least one valid subscription remains active for the organization.
The Product Team has confirmed the following behavior:
"ODM doesn’t track the licenses consumed by subscription. As long as one subscription is active from that organization - it allows to perform the Accounts, Email and OneDrive task operations."
Therefore:
No Action Required: You do not need to manually unassign expiring licenses or reassign new ones to users.
Service Continuity: As long as the tenant holds a valid subscription, you can proceed with actions for Accounts, OneDrive, SharePoint, and Teams.
