Look and Feel is not the same between source and target, and the following error can be seen in the SharePoint migration logs: "Comments on site pages are disabled in the tenant. "
This is something that is related to the environment, rather than to On Demand. If the comments are disabled on site pages in the target tenant, we cannot migrate the site page and provide the same look and feel.

Once the setting has been changed to allow Comment creation, you should re-migrate the Site Pages List in your SharePoint migration project.
