OneDrive Metadata migration - 'Modified by' is not getting updated in the target

During OneDrive metadata migration, the 'Modified by' field does not update with the username in the target unless it is manually modified. After migration, the content indicates it was modified by the system account rather than the actual username.

1. The 'Matching target account' option was not selected during the OneDrive content migration.  
2. The 'Matching target account' option was selected, but the target is still not updated.

2. Technically, OneDrive dynamically generates the "modified by" and "last modified time" values based on the files and folders it contains. For files, we can set these values during migration, and they will remain unchanged until the file is modified in the target environment. However, for folders, we cannot control these values post-migration. OneDrive and client-side sync will regenerate the folder-level values based on the content within, and it can sometimes take a while for the UI to reflect the updated information.

If a user makes a change to a file in the folder, the folder metadata should update promptly. However, if no changes are made by the user, the speed of the update will depend on Microsoft's process for updating or caching the latest file changes to reflect in the parent folder.
