Based on you error message ODM instance cannot connect via WinRM to on-prem exchange server.
Resolution
WinRM needs to be enabled on on-prem exchange Try to connect to it from your on workstation via a non company related network You can test it by sharing your mobile phone internet, don't use any VPN and try to connect to on-prem exchange.
