One user OneDrive is not migrating Error: "Skipping OneDrive item <#> due to unexpected error." (4331933)

When we migrate the users.

Run the migration again, but exclude Permissions migration this time,.

If this runs, then the OneDrive is locked.  Work with Microsoft if you need additional assistance accessing or fixing the OneDrive.
