License assignment in On demand Migration (ODM) does not enable all the features (Apps).
Cause

Design behaviour
Resolution

On demand Migration (ODM) requires only Exchange\SharePoint online plans to complete the migration respectively. If there is a need to enable all the Office365 plans for users. Please use Office365 admin portal to enable license
Example E3 license : Exchange online (Plan 2), Yammer Enterprise, Office online, Microsoft Teams, etc...
