During mail migration the task fails to license target Office 365 users.

Cause
The target Office 365 Entra User has no value specified for Usage Location. -
Resolution
RESOLUTION
Add a value for Usage Location to the Entra User accounts in the target Office 365 tenant.
Applying a license in Office 365 to a user will require you to select a usage location.
Note: If the accounts are being synced from on-prem AD, the msExchUsageLocation attribute should be populated with the two letter country code value. This attribute would also need to be configured for sync from on-prem to the target Office 365 tenant.
