A kiosk license cannot be used to perform migrations within ODME due to the limitations associated with this license type.
The kiosk license is intended for businesses that have shift workers, interns or other employees who may share a computer at their work place. These users would not require the full breadth of Office 365 services making the kiosk license ideal for their situation.
Certain features are disabled for Kiosk users, including inbox rules, public folder mailboxes, site mailboxes, shared mailboxes, and delegate access to other mailboxes.
Also the kiosk license does not have permissions for Role-Based permissions and Role Assignment Policies.
