Onbar logical log backups no longer run automatically after upgrading Informix (81160)

Symptoms: Onbar backups no longer run automatically after upgrading to a newer version of Informix.

The problem here was two fold:

1) After the upgrade of Informix, the onconfig file showed that the value BACKUPLOGS=N which is not correct.
This should be replaced with BACKUPLOGS=Y

2) The 2nd issue was that the path pointing to the alarmprogram.bat was not pointing to the correct directory, in the
the onconfig file should read:

ALARMPROGRAM D:\Informix\etc\alarmprogram.bat # Alarm program path

The path is relative to the install directory of Informix
