When an incremental or differential job starts, its current status is "Running: Waiting for previous index". Furthermore, more memory will be utilized by the medmgr process, and the system will become sluggish and/or irresponsive.
The message indicates that the job cannot find the necessary information from the previous full or incremental job/s to determine which files have changed and required to be backed up.
If this is a new incremental or differential job, ensure to use the same Selection Set that was created for the full backup job.
For existing jobs, check the job "Last Modified" date and verify that the selection set wasn't changed by accident. On the "Manage Job Definitions" screen, filter the jobs using the Client name and verify that there are a pair of jobs using the same selection set (a full backup and an incremental/differential job).
Another possibility if that the index of the previous backup was removed or made offline from the Media Database. Load the media with the missing saveset and from Media Management or Device Management choose to "scan" it. This will refresh your Media Database with the full/incremental backup information (index), then your incremental or differential job should continue (if it is still in the queue), or it can be re-ran.
If the above does not work, for offline media (denoted by a red dot), remove the tape on the Explore Tape Media Item page. Then, the tape information will no longer show in the Media Database. Re-scan the tape once, and it will show up in Manage Devices as "Foreign". Scan it a second time to re-populate the information (index) into the database for your continued backups.
