VMware restore fails with Failed to add VM to target server's inventory (4045386)

Environment:

ESX 5.1

vSphere 5.1

Netvault 8.63

VMware plugin 2.1.80

restored using Restore options:

Recover VM: Checked

Relocate to alternate datastore: xxxxxxxx

Alternative host

Username: root

Password: *******

Restore to different host and different data store failed with “Failed to add VM to target server's inventory” and in the subtext of the failure we see “Fault string is 'Access to resource settings on the host is restricted to the server that is managing it: 'xx.xx.xx.xxx'.' “
