Cause
Secure connect is enabled and port 9443 is not open -
Resolution
1) Disable Secure Connect
[root@nvbkpsvr dynlib]# pwd/usr/netvault/dynlib[root@nvbkpsvr dynlib]# ./sc_manager disableSecureConnect.enabled = false
2) Allow port 9443 to be open between the DR appliances and the Central backup server.

Port 9443 between DR and the central Backup server was not open initially
