ORA-27028 ORA-19506 during backup after upgrade to 11.2
Description

After End User recently upgraded to NetVault Backup 11.2, backup jobs are getting the following errors:
ORA-27028: skgfqcre: sbtbackup returned error
ORA-19506: failed to create sequential file, name=":#::ccrtkua1_1_1:RMAN INCRMTAL LVL 0 DB_1488235556", parms=""
RMAN-03009: failure of backup command on c1 channel at 02/27/2017 15:51:19
ORA-19511: Error received from media manager layer, error text:
Problem is seen mostly on Linux environments.
Cause

This is due to Bug 32579.
In the NetVault config directory, all the config files have a:
*.lck
*.lck.lck
when usually there is only:
*.lck
Upgrading to NVBU 11.2, creates *.lck.lck files in the NetVault config directory. This prevents access (access denied) to the plug-ins like Oracle, and Informix, etc., to the config files, and backup jobs will fail.
Resolution

Workaround:
Removing the *.lck.lck files will fix the issue.
Commands to remove .lck.lck files
# cd /usr/netvault
# cd config
(now you are in /usr/netvault/config)
# ls -al
# mkdir locks
# mv *.lck.lck locks
# mv *.lck locks
# ls -al
# cd ..
(now you are in /usr/netvault)
# ls -al
# mkdir locks
# mv .nv6gui.lck locks
# cd etc
(now you are in /usr/netvault/etc)
# ./startup.sh stop
# ps -ef | grep nv
# ./startup.sh start
# ps -ef | grep nv
