In binary log extract below we see “setting up cryptography” for restore this means that the data copy we are trying to restore was encrypted at the time of data copy job was run.

Client that is being restored to does not have encryption plugin installed or configured.
To restore an encrypted backup the client being restored to must have the same encryption plugin installed with the same algorithm selected and the same encryption key string/password used.
Install encryption plugin with same algorithm selected and the same encryption key string/password used on the client the restore in restoring too.
