Fully licensed VSphere backups error with "Not licensed to use this function. Error 16064 at 2357'"
Description

When backing up VMs through a VCenter server controlling fully licensed ESXi 5.x hosts, the backups can fail if the backup user ID is not correctly configured.
Backups through VCenter will fail with the following error:
Error 2014/09/17 15:23:19 152 Data Plugin SERVER TaskID 1 Failed to open virtual disk

VDDK :02720 52 0 52319 VDDK error message is 'The host is not licensed for this feature'
Backups of the same VM through the ESXi Server will work.
Cause

This issue occurs when specific user permissions are not applied at the vCenter level. This ocurs in VDDK 5.1 and 5.5 only.
Resolution

The VCenter Server level user ID needs to be assigned the following permissions to run backups:
Global > DisableMethods and EnableMethods
Global > License
