The phase 1 job first attempt to run fails
The job is setup to do retries and the phase 1 job runs and succeeds
Phase 2 (duplicate) job runs and immediately fails
If the phase 2 is run again by Right clicking the phase 2 job and selecting run now the duplicate backup will fail in the same way.

The problem seems to be that we cannot retrieve instance data from job manager for the duplication job under these circumstances.
When this happens the only option is to create a data copy job selecting the duplicate a backup parameter in the backup options tab, so that the data copy is part of the backup set. Use life, source and target set from original duplication.
Bug 22227 has been opened for this problem. The fix is expected to be in NetVault 9.1
