The term "sysop" is an abbreviation of "system operator", and is commonly referenced to administrators of network services, BBS (bulletin board systems), or online virtual communities. However, it is not limited to these applications.
The "sysop prerogative" is the legal term used for the ability system operators have to grant or deny access to users, create or delete rules, as long as they have the right to do so by contract and legislation of the country they are in.
In Netvault terms, a sysop is called an Administrator, and is the one that receives most of the messages when an alert or event is raised.
