Vcenter server software installed using local user instead of domain administrator user and therefore not having the correct privilege to write to disk.
Uninstall Vcenter server and reinstall using domain admin user as recommended by VMware.
Once the Vcenter server has been reinstalled using a domain admin user and the 'You do not have access rights to this file' error message still occurs, then perform the following steps:
1] Where the VMware Plugin is installed on, launch the Windows Services and double click on the NetVault Process Manager item.
2] Click on the Logon tab and if local administrator is selected, then click on the lower option and enter the user name and password of the Domain Administrator who has the full rights.
3] Then restart the NetVault Process Manager service for the new setting to take effect.
