Resolution
This error occurs when an old version of Microsoft Visual "C++ 2005 Redistributable" package (i.e. no Service Pack) is installed.
Ensure that Microsoft Visual "C++ 2005 Redistributable" package SP1 or greater is installed.
The 8.0.50727.762 release is known to be valid, and can be downloaded from these links (links confirmed 02/2011).
