Common causes for this include:
Insufficient space in /tmp on the NV Server and Client or /tmp is in different path than specified in the NV Configurator
Legacy Backup Sets loaded to newer plugins in a job
Using inaccurate values in the 'Advanced Options Set' such as 'Encryption' when no Encryption Plugin is installed.
After checking through the advised known causes for this issue, it was discovered that the option for 'Enable Encryption' was checked.
The problem here is that if there is no "Encryption" Plugin, the backup will try to create an index that will be Encrypted, thus triggering a failure to create that index since there is no Encryption Plugin installed on that machine.
Unchecking the box for 'Enable Encryption' and re-saving the 'Advanced Options Set' should resolve this issue as long as all other areas have been validated as well.
