The xml file contains special characters as part of user names (example: Josè Smith). NMSP is not able to recognize these special characters and the migration job's aborted because of error in identifying special characters.
Make sure that the encoding specified in the "encoding" attribute at the top of the file was actually the encoding used when the file was saved. (UTF-8 in default UserMapping.xml file we provide)
If you use Notepad, for example, and use "Save As" when saving the file, you can double-check the encoding in combo box at the bottom of the Save As dialog to make sure that it will be saved appropriately. (UTF-8 is what is set by default in the sample UserMappings.xml file we provide, and is an appropriate choice when using using non-ASCII characters.)
