Migration failing with "User not found in Global Address List"
Description

Running Migrate Mailbox Data in Migrator for Notes to Exchange (MNE) for any user results in "User not found in Global Address List"
Opening Outlook on the MNE workstation with the Migration Account reveals there are no contacts present at all in the Global Address List.
Cause

Address book policy applied to the Migration Admin account affecting the Global Address List entries.
Resolution

Make sure that the Address book policy that is applied to the Migration Admin account allows the user to see all of the users that will be migrated to Exchange.
