It is in fact possible to migrate NSF files to PST files without connecting to the Exchange Server. To accomplish this you must edit the notesmigapp.ini file. You will need to do the following:

For Admin Driven Batch Mode:
This can be accomplished by adding the following lines to notesmigapp.ini:
[Exchange]
ArchiveResolveAttendees=0
ServerMailResolveAttendees=0

For End User Mode:
You will need to put the following settings in the notesdtapp.ini:

[General]
PABDest=PST
ServerMailDest=PST
ArchiveDest=PST

[Exchange]
ArchiveResolveAttendees=0
ServerMailResolveAttendees=0
