MNE migration failing, then Exchange setting will no longer get applied (4254203)

MNE (Migrator Notes to Exchange) migration fails. Also Exchange setting will no longer get applied. migrate to an on premises exchange 2016 server. 

In the wlog file for that time (in the %temp% directory) you will see in the log;

EXCHSESSION: :UseMapiHttp/migration - MAPI/HTTP protocol is not required, or has been disabled.

then the log will just keep generating

GetClientRect(110330) returns empty rect={left=0,top=0,right=0,bottom=0}

If using;

Outlook 2016 with a version between 16.0.9029.2253 and 16.0.10325.20082

Outlook 2013 Version later than 15.0.5031.1000

Workaround

Upgrade Outlook 2016 to a version labeled as Version 1807 (Build 10325.20082) (Released July 25 2018) or later.

or

Install earlier version of Outlook;

• Outlook 2016 RTM to 16.0.9029.2253 
• Outlook 2013 SP1

We have not tested all the available versions of Outlook 2013, we have only confirmed that Outlook 2013 SP1 resolves this issue.
