All the attachments, such as a .PDF are migrated as .PDF.txt and are not opening in Outlook. The Notes databases are DAOS enabled.
In the .wlog you can see similar log entries
The object store database is disabled.
If opening such attachment in Outlook, you may see the following string in this text attachment:
"A bodypart was discarded due to an error. The error code was 1490"

The Notes mailbox NSF is DAOS enabled and the link between the message attachment and the DAOS Repository is broken.
There could have been several reasons for this, just a few to mention:
- The DAOS Repository needs re-indexing/fixing the existing links
- A DAOS enabled mailbox.nsf was copied/pasted to a different location/server via Windows Explorer
- A DAOS enabled mailbox.nsf was restored from a backup without restoring the original Domino server DAOS Repository
- Other DAOS configuration issues or limitations due to amount of attachments
Note: Domino DAOS feature is designed to store the same attachments from different Notes DAOS enabled databases on the same Domino server in its local DAOS Repository. If such DAOS enabled database/mailbox is replicated via Notes, the attachments associated with this database are automatically pulled out of the DAOS Repository and replicated to the destination database.
When preparing DAOS enabled Notes mailboxes for migration, ensure that DAOS Repository/Configuration is in a healthy status.
If moving Notes mailboxes to a staging server or other dedicated location for offline migration, ensure that such mailboxes are fully replicated, advisably without being DAOS enabled. This should avoid such issues with missing attachments in the mailboxes due to the DAOS feature.
Another way to test this is to locate such a message with the attachment issue in the .wlog file, locate it in the Notes mailbox used for the migration, and check if it is there available. In case such attachment is impacted by the DAOS feature (link broken or attachment not available in the DAOS Repository) you may see the following error.

NOTE: Please follow up with HCL for more information in regards to the DAOS feature and what are the best ways to manage them.
Note: There is another issue when MNE will create a text file, in case the disc space is insufficient for the MNE. Please consult this KB document for such cases
