Description
NME console OS is Windows 2003 32-bit SP2 with all the Windows Updates are installed and target Exchange Server is 2007.
You performed an upgrade from an old version of NME such as 4.4 to NME 4.8.0.18.
There are AD security objects in AD with a corresponding mail-enabled contacts. These mail-enabled objects synced over by Microsoft Transporter Suite (MTS). You also tried CMN method as well for the provision process.
The log file shows the following:

16:23:40 Program returned exit code 32075800.Event viewer shows the following:

Local Data Execution Policy is fully disabled and no AV is installed on the NME console

This issue has been resolved in NME hotfix version 4.8.1.23. Please contact Support for the latest version.

Additional Information
We saw this behavior on Windows 2003 SP2 32 bit OS and Exchange 2007 as target. If the target Exchange server version is different such as Exchange 2010 or 2013 and also the NME Console OS is different, this article could be used.For additional status updates or information on this please contact your account manager and reference the Change Request # TFS334787.
