Committing the changes fails. EMWMigration log reports:
Connect using WMI. Server: 'MAIL1'. Namespace: 'root\MSCluster'. Username: 'domain\admin'. |External source: EMWCon.WMIHelper.WMI_ConnectServer
AddConnectionEx2 ErrorCode: 1219 - Multiple connections to a server or shared resource by the same user, using more than one user name, are not allowed. Disconnect all previous connections to the server or shared resource and try again.

This is a native issue. Deleting all open connections (using net use * d and confirming with Y) can be tried, on affected server and on console, but usually this doesn't help.
Stop the agents, reboot the affected server (in the example above it is the MAIL1) and the QMM console at the same time and then try to commit the changes again.
