When processing mailboxes MSA fails to access some of them and reports in the log file:

If Calendar sync is used before mail sync then CSA will log the folowing:

This might happen when the mailbox is blank and/or was never used and nobody logged in to the mailbox before.
Stop MSA. Use Outlook and open the affected mailbox. It is a good idea to compose a message or make a change.
Close Outlook, start MSA and verify the agent can process the mailbox.
If multiple users/mailboxes are affected then one can try to automate the procedure.
You might want to have a look at the EMWprof User Guide, it offers a special utility, look for the part called “Updating resource Mailboxes”.
Usually there is absolutely no need to include empty/blank mailboxes into the synchronization, because there is no data to synchronize. But if such a mailbox is included in the mail sync then the mail agent will consume a mailbox license, even if the mailbox is empty.
