Description

Directory migration and synchronization are not working and DSA.log reports:
8/2011 4:28:54 PM (GMT-06:00) Common JobID:1 -> LDAP error 0x35. Unwilling To Perform (00002108: LdapErr: DSID-0C0907FA, comment: Error processing control, data 0, vece).
Cause

The issue is environment related, replication is not working properly.
As per http://msdn.microsoft.com/en-us/library/cc231199.aspx:

0x00002108
ERROR_DS_DRA_SOURCE_DISABLED
The source server is currently rejecting replication requests
Resolution

1. Go to 'QMM Console | Active Directory Synchronization | Tools | Agent Manager | <Agent Name> | Properties | <domain name> | Edit'.
2. Specify preferred DC and GC that doesn't reject replication requests.
