Description
During the Native Move migration the log reports:
Connecting to remote server failed with the following error message : The WS-Management service cannot process the request. This user is allowed a maximum number of 18 concurrent shells, which has been exceeded. Close existing shells or raise the quota for this user. For more information, see the about_Remote_Troubleshooting Help topic. at QmmExManageShell.ExchManageShell.Connect(String serverName, String username, String password)

Resolution
QMM Release Notes explain:
Native New-MoveRequest Migration
To improve the migration stability, it is recommended to use only one instance of Migration Agent for Exchange per agent host for performing a native move.
If you use more than one instance of Migration Agent for Exchange per agent host for performing a native move, you may get the following error: "Connecting to remote server failed with the following error message : The WS-Management service cannot process the request. This user is allowed a maximum number of 5 concurrent shells, which has been exceeded. Close existing shells or raise the quota for this user."
To resolve this problem, you should increase the maximum number of concurrent PowerShell connections to a single Exchange server. For details, go to http://msdn.microsoft.com/en-us/library/windows/desktop/ee309367(v=vs.85).aspx. -
Additional Information
Another option is to set the ThrottlingPolicy to $null for the applied QMM_Throttling_Policy for the PowerShellMaxConcurrency, and so replace the present value.
