Description

When migrating a mailbox to Office 365 you receive the following error:
System.Exception: 6642fb03-f480-4b99-ab05-c148743e3fca isn't a mailbox user. Probably the license is not assigned.

   at Quest.MigrationManager.Exchange.MigrationConnectors.Ews.EwsSyncConnector.ConvertUserIdentifier(UserId user)
   at Quest.MigrationManager.Exchange.MigrationConnectors.Ews.EwsSyncConnector.GetFolderPermissionChange(IFolderPermission item, QFolderPermissionChangeType ct)
   at Quest.MigrationManager.Exchange.MigrationConnectors.Ews.EwsSyncConnector.<ConvertToFolderPermissions>b__72_0(IFolderPermission p)
Cause

The MAgE (Migration Agent for Exchange) is trying to apply folder permissions to a folder which includes a mailbox that has not yet assigned an Office 365 license.
Resolution

To resolve this issue you will need to resolve the GUID from the MAgE log and add that user to a mailbox/calendar synchronization to have the MAgE agent assign a license to that user and let Office 365 create the mailbox.
