The Mail Target Agent (MTA) updating an Exchange 2007 (E2K7) CCR cluster located on Windows 2008 (W2K8) servers is slow in processing the PRV/PST files. The Service File Viewer shows that the number of files in the Network Transmission Agent (NTA) is growing.

Note that the time taken to update the Config.mdb is 1 minute and 11 seconds and the emwstat.dat is 36 seconds for a total time of 1 minute and 47 seconds.
The Network Interface Card (NIC) settings are set to Auto Negotiate and so are the settings in the Switch used by the W2K8 servers. The NIC and the Switch cannot negotiate a proper network access speed automatically and therefore they drop the rate to lowest possible speed where a connection can be made. In addition the negotiation will continue thru the transfer at different time which adds to the transfer delay.
Change the NIC and Switch settings from Auto Negotiate to 1Gb (100Mb) (Full Duplex). A re-boot of the E2K7 CCR and W2K8 servers may be required and should be considered as the proper course of action after changing the NIC settings.
Not only is this an issue in this situation, but this can also be a problem for any CCR cluster set-up such as on Windows 2003 (W2K3) servers and just normal networking slowness issues in general. If transfer rates are slow then check the speed setting on the NIC and Switch. A change of the transfer speed from Auto to manual setting may improve the transfer rate of PRV files. Another setting to consider is the Duplex mode.
