When trying to update the license file there are different errors.
Different kinds of licensing problems are experienced, all efforts to install a new license file do not succeed and agents (log files) are still reporting a licensing error.
Resolution I: Insufficient permissions on the License server
For Mail Source Agent required permissions please refer to Agent Host Account Used by Legacy Migration Manager for Exchange Agents section of the System Requirements and Access Rightsdocument which can be found at https://documents.software.quest.com/preparing-migration/8.11/system-requirements-and-access-rights/agent-host-account-used-by-legacy-migration-manager-for-exchange-agents

Resolution II: Registry branch corruption.
If the new license file can not be installed or updated in a regular way this approach can be tried, but only as last resort:
Clear the Soft License registry key :
QMM 7.x
a) stop the agents and the sync and close QMM Project Manager and run regedit on the machine where Project Manager is installed.
b) in HKEY_LOCAL_MACHINE\Software\Aelita\ delete the Softlicense key
c) Run QMM again and try re-applying the license.
QMM 8.x
a) stop the agents and the sync and close QMM Project Manager and run regedit on the machine where Project Manager is installed.
b) in HKEY_LOCAL_MACHINE\Software\Quest Software\ delete the Softlicense key
c) Run QMM again and try re-applying the license.
QMM 8.7 running on Windows 2008
a) stop the agents and the sync and close QMM Project Manager and run regedit on the machine where Project Manager is installed.
b) in HKEY_LOCAL_MACHINE\Software\Wow6432Node\Quest Software\ delete the Softlicense key
c) Run QMM again and try re-applying the license.
Important: please note that above procedure will clear license information for all other Quest/Aelita products installed and all the licenses will have to be reapplied as well.
When done please update the agents information using the steps from the KB article 22834 or see the instructions below.
Steps to update all the agents at once:
1. Open Exchange Migration Project.
2. Select Tools | Defaults.
3. In opened window on left side highlight "Mail Source Agent"
4. In right pane window press "Restore defaults" and commit with OK. Please note this will overwrite any changes made previously to the individual servers.
5. After a while go to Tools | Defaults.
6. In opened window on left side highlight "Mail Source Agent".
7. In right pane window press "Select ADAM Server".
8. Verify the opened window contains valid information and click "Connect" and then OK.
9. In right pane window select the checkbox "Apply these properties to all instances of Mail Source Agent".
10. Press OK.
11. After the process is finished, verify the log confirms the changes have been applied successfully.
This procedure should overwrite the config.ini on all involved machines and should resolve the problem.
