Letter case changes contained within an import file are not applied to target objects during a migration session
Cause

Letter case changes contained within the import file will only be applied to target objects (for most attributes) if there was another substantive change to the same attribute. However, if the import file contains only letter case changes then some attributes on the target won't be updated with the letter case change. Such as samaccountname and Name attributes, as they are not case sensitive.
Resolution

This is expected behavior due to the fact that these attributes are not case sensitive and the DSA will not process the letter case change if there is no other substantive change to the attribute other than letter case changes.
