Resource Update Manager does not reprocess modified permissions for same users (4247166)

If permissions were processed by Resource Updating Manager and then the same source user was given different type of permission on the same resource, re-running processing does not update the permissions for target user. Consider the following example:

- folder on a file server has source\user1 with read rights

- source\user1 is migrated to target\user1

- resource updating runs and adds target\user1 with read rights to the permissions

- permissions on the same folder are changed to modify for source\user1

- resource updating runs again but will not process this permission, it remains different: source\user1 modify, target\user1 read
