"This app can't open" on Photos or other Windows apps after partial processing -
Description
RUM processing is executed in two stages: Workstations are being pre-processed, just file system and registry, then later on complete processing is done, just before the move. When users log on between the two processing sessions, they can't start Photos app and see an error "This app can't open".
