This solution explains how to migrate Navigation including "Quick Launch" to pre-provisioned publishing sites using the classic navigator. -
Resolution
If your sites are being pre-provisioned:
1) Activate the site collection feature "SharePoint Server Publishing Infrastructure" on your target site as a pre-requisite.
2) In the "Copy Paste" method using the "Classic Mode Site Migration Wizard" select "Copy Navigation" in the "Look and Feel Options"
Alternatively, you can copy and paste the "Quick Launch" exclusively using the "Look and Feel Window" as shown here
