After installation, no user can access ControlPoint regardless of permissions and receive a SharePoint "Access Denied" message. These users can successfully access the Configuration Site.
This error message occurs when the ControlPoint service account, which is the identity being used to run the ControlPoint application pool in IIS Manager, is unable to successfully communicate with the SharePoint farm.
In order to access and utilize ControlPoint, an account should have some level of permissions to the ControlPoint Configuration Site. The best practice is to place a user in one of the following three default groups: ControlPoint Application Administrators, Administrators and Business Administrators.
The most common resolution is to grant farm administrator rights to the ControlPoint service account in Central Administration. Although the product will allow a complete installation regardless of the farm administrator permission, this is an installation requirement.
NOTE: If this does not resolve the issue, it is recommended to try using another account.
