While copying a site or library which has the Publishing Feature activated, some errors may occur during web part copying within the Publishing Pages in the Pages Library. This will only occur on a small subset of cases as the error is related to the settings of the Pages Library.
The following error message may be seen in the log when copying a page:
Exception thrown: Server was unable to process request. ---> One or more web parts encountered problems while being added to page 'http://sps2010-bw/sites/Target/PoliciesandProcedures/Pages/Page1.aspx'. These web parts may not appear on the page or may appear inaccurately. Error messages: Web part add failed on page: 'http://Your-Target-Site. Error: The file is currently checked out or locked for editing by another user.
This issue may occur when the "Require documents to be checked out before they can be edited" option in the library's Versioning Settings is set to NO.
To work around this issue, edit the Pages library on the target SharePoint site and change the "Require documents to be checked out before they can be edited" option to YES. Then, recopy the pages from the source to the target library. NOTE: Do not recopy the library as this will overwrite the new setting on the target.
