In View | Options | Toolbar/Menu | Shortcuts, the "New Tab" command can't be assigned any shortcut. It can be set in the gui, and gives no errors. But when in editor, and trying to use the shortcut to create "New Tab" it does not work.
WORKAROUND:
Set shortcut for default editor layout style directly.
In View | Options | Toolbar/Menu | Shortcuts, instead of setting a shortcut to "New Tab", set to a command that opens up another tab layout style, like "SQL Style".
STATUS:
Waiting for fix in a future version of Toad for Oracle.
