Explain Plan does not capture new SQL entered in Editor and does not re-execute correctly.

When running an explain plan either by highlighting the SQL and selecting the Explain toolbar icon, or highlighting the SQL and clicking the Explain Plan tab, the Explain process does not always recapture the updated SQL before executing the explain plan. Even switching to a different SQL statement and attempting to run an explain plan does not correct the issue.
