Reverse Engineer Relationsips Fail in MySQL, the table relationships are not imported.

When reverse engineering from MySQL, the table relationships are not imported.
This problem can be duplicated on MySQL 5.1.
I have tried using both the MySQL connector and ODBC.
I have tried using both the TCP/IP connection, and the ODBC Connection using MySQL driver version 5.1.
My database is MySQL 5.5, and my client OS is Windows 7 64-bit.
I tried the "Obsolete Native Connection" but the library is not on my machine.
Both TCP/IP and ODBC import everything except the relationships,

Modify the ANSI_QUOTES, NO_KEY_OPTIONS, and NO_TABLE_OPTIONS variables on the server.
